Many models for global governance and good governance are advocated by scholars and national leaders by way of books and election manifestos with a view to establishing lasting peace. However, a good model for global governance would require the following basic ingredients.

Firstly, it must recognise universal values.

Secondly, it must be able to deal effectively with threats, challenges and the changes at the international and national levels.

Thirdly, it must cooperate fully with non-governmental organisations (NGOs), civil society organisations (CSOs) and the private sector.

Fourthly, it must recognise interreligious and ethical values with a view to establishing lasting peace.

Fifthly, it must recognise the importance of multilateralism and multilateral diplomacy.

The model

UN treaties contain universal values and constitute an effective tool for good governance. Hence, in developing a good model for global governance on the 60th anniversary of the UNO, it is evident that UN treaties, UN treaty-making and UN treaty-implementation can constitute a good model for global governance in the 21st century.

This model is simple, effective and realistic and can be operationalised through the existing institutions and structures of the UN system. It provides an avenue for participation of states, IGOs, NGOs and CSOs. It is a track on which necessary changes could be made towards good governance at international and national levels through negotiation, ratification and implementation of UN treaties.

It is axiomatic that a model for good governance must deal effectively with global issues raised in the recent Report of the UN High Level Panel on Threats, Challenges and Changes.

This Report classified six main clusters of threats, namely: (1) economic and social threats - poverty, infectious diseases and environment degradation, (2) interstate conflict, (3) internal conflict including civil war, genocide and other large-scale atrocities, (4) nuclear, radiological, chemical and biological weapons, (5) terrorism, and (6) transnational organised crime (TOC). UN treaties on environment, human rights, humanitarian law, genocide, disarmament and non-proliferation of weapons of mass destruction, organised crime, trafficking in narcotic drugs and corruption provide a good conceptual and institutional framework to act effectively against these threats and challenges.

Global governance relates to good governance at international
and national levels. At international level, good governance relates

Many models for global governance and good governance are advocated by scholars and national leaders by way of books and election manifestos with a view to establishing lasting peace. However, a good model for global governance would require the following basic ingredients.
Firstly, it must recognise universal values.
Secondly, it must be able to deal effectively with threats, challenges and the changes at the international and national levels.
Thirdly, it must cooperate fully with non-governmental organisations (NGOs), civil society organisations (CSOs) and the private sector.
Fourthly, it must recognise interreligious and ethical values with a view to establishing lasting peace.
Fifthly, it must recognise the importance of multilateralism and multilateral diplomacy.
The model
UN treaties contain universal values and constitute an effective tool for good governance. Hence, in developing a good model for global governance on the 60th anniversary of the UNO, it is evident that UN treaties, UN treaty-making and UN treaty-implementation can constitute a good model for global governance in the 21st century.
This model is simple, effective and realistic and can be operationalised through the existing institutions and structures of the UN system. It provides an avenue for participation of states, IGOs, NGOs and CSOs. It is a track on which necessary changes could be made towards good governance at international and national levels through negotiation, ratification and implementation of UN treaties.
It is axiomatic that a model for good governance must deal effectively with global issues raised in the recent Report of the UN High Level Panel on Threats, Challenges and Changes.
This Report classified six main clusters of threats, namely: (1) economic and social threats - poverty, infectious diseases and environment degradation, (2) interstate conflict, (3) internal conflict including civil war, genocide and other large-scale atrocities, (4) nuclear, radiological, chemical and biological weapons, (5) terrorism, and (6) transnational organised crime (TOC). UN treaties on environment, human rights, humanitarian law, genocide, disarmament and non-proliferation of weapons of mass destruction, organised crime, trafficking in narcotic drugs and corruption provide a good conceptual and institutional framework to act effectively against these threats and challenges.
In this context, it must also be stated that the General Assembly Resolutions and SC Resolutions also constitute an integral part of this model. These Resolutions made under the UN Charter differ from subsidiary legislation made under Acts of Parliament/Congress in diverse legal systems.
GA Resolutions are not of a binding nature, but constitute the basis for UN Action Plans, policies and programs. Good examples are the Resolution relating to the Millennium Declaration (2000), Resolution relating to the Dialogue among Civilizations (2004), Resolutions relating to the establishment of a Culture of Peace (1999) and the Resolution requiring 0.7% as development assistance.
SC Resolutions are binding and must be implemented by member states with immediate effect. Good examples are the Resolutions relating to Financial Contributions to Terrorist Organizations (2001), Trafficking in Nuclear Material (2004) and Recruitment of Child Soldiers (2005).
The formulation of this model is influenced by the landmark publication titled 'UN Legal Order' by Oscar Schachter and Christopher C. Joyner. It provides a broad description as to the manner in which the constituent elements of this model can contribute to global governance.
This model is also greatly influenced by the works of Judge Weeramantry, Richard Falk, Thomas Frank, Anthony Aust, Oscar Arias Sanchez, Willy Brandt, Thomas Weiss and ACUNS Journals on Global Governance.
Their works provide a reader an exhaustive picture of the vast scope of UN treaties and the manner in which these treaties are made and implemented in different legal systems to achieve good governance and lasting peace. India has been serious for a settlement on Kashmir ever since A K Gujaral .At SARC Regional Conferences India poured Kashmir onto Pakistanis like a Raja himself could . The Kashmiris are politically united population which is one important factor for a state to function strong and democratically. In recent visit to Pakistan the Hurriyet Leaders alongwith JKLF reps were sober and comfortable with both countries. The White Paper clearly indicates the '73 constitution' as the root cause of various troubles. Including uncorrectable corruption and nepotism practice in every field of life. Including the controls on creativity and development. Uptill the loss of genuine official decision making powers by present 'Junta’ rulers The Political Government and similar offices with Governmental and National affairs.

Just yesterday the Chairman of N A B also confessed that "under the present conditions we are unable to afford very expensive judicial advice and are banking on ordinary help, which is not really up to mark with our key tone”. The learned counsels of the present Junta also swore Gen.Musharraf to office by the '73 Constitution' and he nor the NAB could peek into the 'stomachs' of the children of the leaders of '58 constitution’. And a Nation that ‘is’ operating a simile of ‘democratic instruments’ since its conception.

Gentlemen, presently, Pakistani’s have the honor of successfully having installed 'Democratisation' and in our own Terminology, and it is improving the process of transferring the Civil Administration charges to the Public, in its own manner. Soon, the offices like The District Superintendents of Schools, and The District Medical Superintendents, along with District Treasurer and the rest. InShahAllah are transferred to the Publics.
The Process of Democratisation is Great Governance and most rewarded by The United Nation's Organisation's World Society Government and it’s Organs of The World Bank and IMF .

The similarity of Pakistan’s application of 'Democratisation' is seriously advised to most 'Under Developed Countries' whose Economic and Political Affairs have brought them to brinks of disaster. Or a 'polytechnic stalemate'. The entire Latin American and Africa, Far East and Central Asian countries are to be entrusted these value able works.

The Government spending is 'extra expensive' for Pakistani's who are buying Chicken Stock 65 percent higher to maintain a Government .A government that has not profited a single International Dollar by scheming or planning. And it is fact that we are facing a serious Trade Deficit and weakness in Commerce too. A government that is living off taxing the 'very poor' in this Nation .By taxing, and with every time of some due foreign payment ,the Finance Ministry complies by increasing Electricity tax or Vegetables, Edible Oils, Water, Gas, etc,. But this has been going on from long time .The Pakistan Government is now affording the most elite class of life in the nation; something should be done about not having to throw the richman's garbage in the poorman’s street.

Gentlemen you should understand that by poor I mean poor, and not even Middleclass Shopkeepers, who can protest and blackmail the administration from paying full taxes. Or the Industrialists, who can keep The Government intertwined in thier self written losses and loans. And I challenge, that presently the entire marketplace and it's international activity ,that is ,out from the least charge of Pakistan Government. I therefore also request Honourable Prime minister Mr. Jamali to take conscientious notice of it immediately.

Gentlemen, the chaos and fear leads to bribery and lower standard of exhibition of talent and eventually by token of the time, the day declines with 'our' man at loss.

Gentlemen ,Presently Pakistan contains the eldest British Governments and the most Elite Colonial Officiery ,and the present training of its Civil Administration is matchless on this earth. MaShaAllah.We cannot let the 'victorious move’ bear the choking of ordinary poli trifle scarves. It is upto the members of Pakistan's National Assembly and Provincial Assembly to decide to resign the 73 Constitution which is today a 'non serious' document merely created to appease a lobby at 777 Pennsylvania Avenue, to create a day on earth for a like of a CARON to come forward and 'show off' to public .Ofcourse after taking The World's Electronic Media, suppressing The World Economically ,Morally ,and especially Politically when it comes Musalmans of Afganistan, Pakistan ,Iran etc and Mainland Americans ,by contemplating as far as Atomic Explosions .The day was however averted by the Grace of Almighty Allah and the lobby itself is today facing 'defamation’ and criticisms allover USA already. But we have to hold awake and not forget that a great diplomatic offensive of Western Alliance States can make us a 'BBQ Lamb' for thier predators to devour, instead of them every time. The Respected Members of The Parliaments of Pakistan can then return immediately to draft a new cloudless constitution of Pakistan. So the Nation can afoot with rest world as new generation of Pakistan are rushing ahead and showing feats in various fields like Medicine, Internet Science etc .It is a shame that still most who ready themselves to flight boards of world honor could get delayed in red tapes of absolutely unnecessary nature. Especially after the present 'Military Junta' having created more barriers for Pakistani youths by declaring Pakistan 'Poorest Country' merely for One Billion Dollars concession. And this act by a soldier who should prefer 'death before disgrace’ leading Pakistan.
